A parliamentary committee investigating the Conservatives’ spending on their election campaign has found the party had spent an extra £1m on the last five years of Tory leadership race.

The committee’s report says it may have breached rules that prevent political parties from spending more than £5,000 in a year.

Other costs could include a £50,000 donation from Sir Ian Wood.

An investigation into Conservative spending was abandoned following a ruling by the High Court last month.

The £2.9m it was said to have spent on TV and radio advertisements was said in the report to have breached the spending limit for the Conservatives.

In 2012, then prime minister David Cameron asked the Electoral Commission to investigate after it was reported that the Conservatives had exceeded the limit by £10m.

The Conservatives, who did not win an overall majority at the 2012 general election, were stripped of their majority in the Commons.

‘Fraud’

The report was commissioned by Conservative party chairman Grant Shapps, who was under scrutiny over party spending in the EU referendum.

The report said: “There are concerns about the scope, magnitude and timing of the spending by the political parties on their leadership campaigns and the use of public and charitable funds.”

It said those concerns were “related to a number of issues including the timing of campaign expenditures, the timing of expenditure decisions, the accuracy of information provided to the parties and the availability of campaign information”.

It added that: “There are also concerns about the fact that public and charitable funds have contributed to campaigning for or against the candidates, with some funds used to support particular candidates, and some used in a more general manner.”

It concluded that while “funds allocated for leadership campaigns were authorised under regulations in place on the date of those spending decisions” and that there had been no breach of the rules.
